I have installed a mail filter, but only administrator receives notifications, though yes is specified in drweb_{mta}.conf to notify all, the templates are specified too and they are accessible. What is wrong?

It is most likely, that most viruses arriving through e-mail are the so-called "mail worms". In the viruses.conf file (or in the file specified in drweb_{mta}.conf->[Actions]->UnnotificableVirusesList) the notifications policy is changed for such viruses (the Win32.HLLM entry). The point is, that “worms” usually spoof a sender’s address, and a recipient’s address is chosen at random (usually from a victim’s address book), that is why a notification to a sender in this case can be regarded as spam.
