I have Dr.Web mail filter installed. The discard (Infected = discard) option is enabled for infected objects, but notifications are sent. Why is that? It do not want them to be sent.

The actions set in the [Actions] section and notifications specified in the [...Notifications] section act independently: the action instructs a filter to respond a mail server, иге notifications can be sent regardless the action specified. (Exception: the pass actions means notifications will not be sent). Thus, if you do not want to receive notifications disable sending them in the correspondent section. Or your particular case:
[VirusNotifications]
SenderNotify = no
AdminNotify = no
RcptsNotify = no
...
